Public versus Private Policing CJA 500 April 19, 2010 Chris Bragg Public versus Private Policing In recent years, both the numbers of police officers in the United States has been declining. However, the rates for many white-collar crimes, such as computer crimes, employee theft, and fraud, are increasing. Public policing has been known to have a monopoly on policing until the increased trend in private policing in the United States. Public and private policing have many similarities as well as differences and the distinction between public and private police are often blurred. Private policing has been described in many aspects such as policing activity of crime prevention; detection and apprehension carried out by private organizations or agents for commercial purpose. Private policing includes those people who work for a security company or are employed by an individual or firm to carry out security work, crowd control, or private investigations. Private policing is provided by a private individual or organization, rather than by a public body or the state like public policing is. Private policing targets private crime and is in the business of protecting private and corporate interests. Private policing can serve as many different roles in our community. The major components of private security are alarm systems, security guards, and investigative services. The increase of security systems installed in cars, homes and businesses have said to be the deep-rooted needs to feel secure and to feel that their lives and property that are personally valued are protected, and that offenders can be identified and also obtained. Security has been considered to be a commodity, to be bought, and sold in the marketplace. The value of such a commodity reflects not only material criteria but also an inner human dimension of personal fear and feelings. Many individuals who are in the public eye also hire private security as bodyguards to protect themselves, along with their valuables. Security guards are on the
Policing is a very difficult, complex and dynamic field of endeavor that is always evolves as hard lessons teach us what we need to know about what works and what don’t work. There are three different Era’s in America’s policing: The Political Era, The Reform Era, and The Community Problem Solving Era. Public policing and private security both have a positive relationship with the criminal justice system but they are held to different standards. During the colonial days the towns would be taken care of by volunteers that would rely on night watch, volunteers in the town that would pick a night and would watch out for the people in the colonies as they did different things at night. Public policing and private security have several distinct differences. Public policing is the ability to enforce the law and maintain order in society. Private securities are paid agencies that perform the protective and loss-prevention duties not handled by police officers. Yet public policing and private security offers the same services and duties. These services and duties are performed to achieve some of the same goals. Both serve as leaders in their line of work. The relationship between public and private police has always been a one that is on the outskirts of each other. There is a thin line between what a private officer can and cannot do when it comes to enforcing the laws and rules on a property, there comes a point where they need the assistance of public officers who have the training and legal authority to handle a certain individual or situation. Although many of the individuals in the private sector have the same training as any public officer they cannot help in the situation because local laws set in place limit their authority. Many years ago the public police were those who were responsible for keeping the peace, and making sure that society was kept safe within the jurisdiction that they patrol. Private security at one time was not very popular because of the cost that a company or citizen would have to pay, and many years ago many people could not afford to have private security watch the properties or companies.
Over the decades, the role of police has been drastically changed from the more traditional philosophy of policing towards agencies adopting the community based policing model. Traditional policing was established to introduced reactive patrols to which they would respond to criminal activity after it occurred rather than trying to prevent the crime before it happened (cite book pg. 181). Furthermore, the introduction of reactive policing establishes a rapid response model to criminal incidents became the basis for evaluating the successfulness of police in regulating crime (cite book pg 181). Traditional policing supports the crime fighting role rather than engaging and getting involved with the community they are policing, this is where the basis of community based policing is established. Community based policing attempts to build trust between the police and the communities to benefits the citizens by gathering information that will in time prevent crime before it occurs. Moreover, building trust and becoming integrated with the communities reducing fears of the police and overall diminishes cynicism towards officers (cite book pg 181). Community based policing better satisfies the needs of citizens within all communities, rather than the traditional approach of the past.
