The reason some officers have resisted implementing problem-solving strategies is because problem solving has a dual focus. According to the course text, the first focus, is that it requires incidents to be linked to problems. The second focus, is time devoted to “preventive” patrol is required to be spent proactively, which determines problems in the community and their causes (Miller, Hess, & Orthmann, 2014). Although problem-solving is ideal, unfortunately officers cannot ignore specific incidents. For example, when call come in, officer respond as quickly as possible. In addition, even if officers respond to incidents, seek symptoms of problem, or both, the public can help or hinder their efforts (Miller, Hess, & Orthmann, 2014).

Since the 70’s police departments like Spokane Washington, I believe have proved that police visibility or presence in the community along with transparency working hand in hand with the community, have had a positive effect on preventing crime and providing communities with a sense of security (The Kansas City Preventive Patrol Experiment. Community Policing took a different perspective on crime than August Vollmer. It shows that even though police officers are trained and respond to crimes on time, it doesn’t effect the crime rates. Policing and the way they operate are truly similar as if they are hand in hand with one another. In order for operations to run smoothly and the department to be functioning as one there has to be proper training and care from the supervisors, administrators and from everyone who works together to understand that they’re a team. Everyone in the police department has to work together instead of against one another just to make sure everyone is doing their jobs by the books with no room for errors.

In relation to functions of patrol, crime investigation, emergency, and critical incident response and future trends of the CAPS program. One key point of functions of patrolling could be the proactive vigilance of the community (individual neighborhoods) in taking preventive measures in developing an increase of their crime rates. Crime investigations are still the sole responsibility of the Chicago police department; however, it is always easier to investigate crimes when he or she does have the support of the community backing him or her up. This has proven to be very effective means of adding in investigations, instead of the community not wanting to get involve, like it was in the past. So far, there is no agreed-upon term to describe the precipitous drop in low-level policing by New York law enforcement, a two-week undeclared protest against a mayor many cops believe does not show them due respect. Much coverage has called it a “virtual work stoppage,” a label assigned by the New York Post, where data about the decline in arrests and ticketing was first published – though the term, when deployed in other publications, tends to remain in quotes. Police Commissioner William Bratton has quibbled about terminology, too: “I haven’t used the word ‘slowdown,’” he said. “If that’s what it is, we’ll call it that and deal with it accordingly. We’re not in a public-safety crisis in any shape of the word,” he said.

Kansas City prevention was a patrol experiment; (preventative patrolling). The results of police patrolling in high crime areas did not lessen criminal activity, however the reduction of police patrolling did not result in increased criminal activity. This research shined a new light on policing and helped pave the way for future community policing.

The research reinforced my thesis that response methods are vital in law enforcement agencies and what is needed to evolve with the inevitable changes occurring, the future trends emerging, and challenges that go with it. Addressing crime is the most important responsibility of law enforcement agencies and although there is an increase in crime and criminal acts, the research indicates that response methods will need to be enhanced in order for any law enforcement agency to be successful. The research collected in the literature review shows that present-day response methods do not have the capability to deal with the enhanced crime and criminal acts. Possible indication could be the expanding and uncertainty of the control of crime and offenders

Since the beginning of police work in America, the system has changed from disorganized chaos into a well structured and rather complex network of communication, response efforts, and detection of lawless behavior. From the creation of the town watch to the transformation of the first police force in the colonies to the lawlessness of the old west and the efforts to revive efficient police work, America has been ever advancing its protection of those who live in the White House, the suburbs, the slums, and even those struggling on the streets. The History of Policing in America is not derived from one origin of time but rather taking the highest qualities of protection from within itself and countries of both friend and foe.

There are multiple approaches to engaging a police force with the community in order to most effectively prevent and respond to crime, and considering the relative strengths and weakness of each of these strategic models will demonstrate how models can impact the operation of daily policing practices and activities. The model under discussion here is called community oriented policing (COP), and focuses on building relationships and rapport between officers and the community in order to more effectively prevent crime. It is augmented by a model called problem solving policing (PSP), and depends upon rank-and-file officers identifying community problem areas through direct observation and analysis. Each model excels at slightly different things, and in practice most police agencies deploy a mix of models. By examining the Miami-Dade Police Department's handbook for school resource officers, it will be possible to view a COP/PSP policy in action in order to better understand how these models practically affect policing.
