Nurses have an opportunity to change health care in the community in which they practice. It is of great importance for nurses to be involved in health care policy. There are many ways in which each and every nurse can become involved in legislative decisions. Whether it is writing a letter, making a proposal or actually joining a legislative group. There are bills passed daily that can have either a negative effect or a positive effect on patients. As primary care providers, we see these effects on a daily basis.
It was hard for me to find bills pertaining specifically to Nurse Practitioners (NP’s) and NP’s only, but I believe that each one of the following bills can affect the practice of an NP in some way. NP’s can practice in underserved

The bill relates to the expansion of Health Science Services Program which allows for persons who practice emergency medicine in underserved areas of the state. Those who live in underserved communities benefit greatly from this bill. “The overall purpose of this bill is to extend eligibility for loans to health care practitioners who practice in areas of the state which have a need for emergency medical providers”, (WV Legislature, Senate Bill 198). Some patients do not have the ability to travel long distances for health care. Some medical professionals do not find the incentives to work in lower paying positions very appealing, write prescriptions for opioids and are at risk for liability issues.

In my opinion, nurses sometimes believe in a common mistake that nurses lack the power to be effective in the legislative arena. Nurses’ involvement in policy debates brings our professional values to bear on the process. (Warner, 2003) The Master’s prepared nurse’s goal as an advocate should be to fight to enhance the client’s wellbeing in every possible way, at every available opportunity. This can be achieved by being part of organization that advocate for patients’ right as well as for better working condition for our colleagues. Also, nurses could choose to get involved in politics or lobby on behalf of other nurses.

Health policies, whether allocative or regulatory, are presented, debated, and decided on through the legislative process. It is the responsibility of all nurses to understand the many steps to this process, recognize problems that require attention, and know how they are able to influence the decision making process (Burkhardt & Nathaniel, 2014). The required steps for a bill to become a law include: introduction, committee consideration, floor scheduling, House and Senate consideration, difference resolution, and Presidential action. Only after successful passage through all steps can a bill be delivered for submission into public law.
As a health care team member who has direct access to patients on the daily bases who better to be a part of the policy making process. Nurses can not only be a voice for themselves to make their job run smoother but they can also be a voice for the patients to help them receive the care they deserve. If nurses fail to take part in this process others will make decisions that affect their practice without any of their input and they will continue to be forced to adapt to the changes that could have negative effects on themselves and their patients. Continuing to increase the number of nurses who are politically intelligent and active will help achieve the desired goal. One effective way to accomplish this is to continuously educate all staff nurses for this vital role. Another way is to pay attention to legislation that is introduced and by contacting elected representatives to voice opinions on your behalf, whether they are positive or negative. They can influence the people throughout their state, in order to practice independently. They can conduct quality assurance and add improvements to healthcare (Chilton 2015). The nurse practitioner can affect health care policy by writing to their state legislators; they work closely with their patients and can help to reduce complications and provide a method of care (Chilton 2015). As the Affordable Care Act brings more patients into the healthcare system, the demand for NP’s services can only increase and therefore there will be a need for their services. NP’s can move beyond their limitations and restrictions and have more control and autonomy into their practice to better assist their patients. NP’s have to deal with inequalities in the healthcare system and they are qualified to practice independently (Edmunds 2013). Being a nurse advocate means to support, protect, and speak out for the interest of our patients. Advocate has a nurse can have more impact on health care legislation. Nurses are usually the most powerful people on earth, given the fact that they have a remarkable potential to exercise tremendous power both in the societal and political arenas. This power emanates from the great body of healthcare knowledge that they possess and in their large numbers. Contrary to this absolute fact, most nurses do not maximize this policy changing potential that they own. Regrettably, they view political activism not as power tool but as a barrier to the furtherance of their nursing profession. This emanates from the view that nursing is about application of service through actual involvements which politics does not entail (Rains and Barton-Kriese 219).
As I begin this semester in Health care policy, I must admit, my knowledge is limited. Currently my knowledge stems only from submitting opinions to our representatives on bills that affect our practice. As to how these bills come to the table, I am lean on the knowledge.
