The Legislative Branch has the job of creating bills, which are later given back and forth to the House of Representatives and the Senate, then hopefully to the president to become a law. When I studied bills that were in session by representatives, I found that most of the bills created never became laws. This happens often because community representatives and senators have difficulties agreeing on bills. I also noticed that Representatives were not frequent at creating bills based on the issues they cover. For instance, the Representative for the 63133 District of Missouri, Lacy Clay, sponsored the H.R.3683 bill, which was only introduced and was last altered November 20, 2015. In order for legislators to draw districts there has to be: at least 650,000 people in a district, and district borders must be continuous. Districts can be drawn to favor a certain group of minorities, but it can not suppress minorities. Parties draw district lines for the benefit at the expense of proportionality and fair representation. District lines are also used to minimize the influence of minority voters by disportionality combining them with single districts. In Missouri, Republicans and Democrats are disportionately put in districts together, then when it comes time for voting a certain party has more of an advantage than the other. Gerrymandering is also used to assists with re-election for representatives. When it comes time for voting for representatives, a citizen that is new to a district and does not know the recent representative of their district, their vote for another candidate can be overridden by other candidates that voted for the same representative. The process in gerrymandering occurs when it’s time for the congressional state districts to be redrawn, which happens every 10 years(Altman). The goal of gerrymandering is to give your political party an advantage by giving them the most members in the House of Representatives or state legislature. Each state district sends one representative to the House, so when it’s time to redraw the districts, politicians will put as many voters of the opposing party in one district as possible, this way, the other party’s votes will be wasted in a district that they will already win, and will have no effect on the other districts that the party redrawing the districts plan to win. This gives the party redrawing the districts more members in the House and give them a yuuuuge partisan advantage when it comes to passing legislation favorable to their party's agenda, and to stopping legislation that opposes that party’s values.

Through using the IDEA software, I was able to dive deeper into the recorders of Troy Township. I was able to import Troy’s fiscal year transaction data and run multiple analysis on the data. IDEA is an easy-to-use software that took the difficulty out of the sorting and configuring reports that could show exactly what I was looking for. I was able to create many useful reports that helped me get to the bottom of the fraud that I believe was happening at Troy Township. The records I will be evaluating are; a record count report, a material amount report, a highest expenditure report, a day specific report, a Benford’s report, a duplicate report, and a name specific report. All these reports have their own bit of useful information that had led me to the conclusion that fraud is occurring at Troy.
