Reflection For this assignment, I was able to interview one of the directors at the Connecticut Department of Children and Families (DCF), specifically in the offices of Waterbrury. Joseph Arsenault is a social worker director at the Waterbury offices of DCF. His primary responsibilities involve engaging with social workers and families and overlooking the work being done by the social workers as well as assigning assignments. He’s responsible for making sure all social workers are adhering to state laws and are following all ethical regulations. He also reviews cases to make sure the social worker is doing what's best for the family they are working with. Joseph and I spoke about some of the service delivery mechanisms utilized by them, he stated that the most common delivery mechanism used by the social workers he oversees is the family-centered service delivery. He explained that at DCF, the unity of family is always the goal, but in Connecticut, they have established the Connecticut Family First Prevention Plan, which is an opportunity to provide enhanced support to children and families. It aims to prevent foster care placements through the provision of mental health and substance abuse prevention and treatment services. So although DCF believes in keeping families together already, the state of Connecticut also has plans in place to prevent relocation of children. Unfortunately, the DCF offices in Waterbury have had many ethical and legal issues in the past. An ethical issue he sees common within the social workers he works with in the sharing of biased opinions. Waterbury is home to many high risk families which require a lot of attention and patience. Many families they work with are strongly opinionated and oftentimes the social workers find themselves sharing their own opinions.
