PSY7710 – Week 2 Discussion – Scenario 1 Topic: Consider the following scenario described by a professional and describe how you would respond using the seven-step model. This scenario involves an agency that billed for behavioral services that were not provided to the client. According to the professional, this does not seem to be an error because it is not the first occurrence. The family did not want to report the agency because they feared losing the best personal care attendant they ever had, and the agency did provide another service that the family desperately needed. Using the seven-step model, I would first visit the BACB to ensure that the incidence is covered by the ethics code. The ethics code covers this scenario in two instances – Section 2.06: Accuracy in Service Billing and Reporting and in Section 1.01: Being Truthful. Section 2.06 states the importance of behavior analysts identifying their services accurately. Section 1.01 states that behavior analysts are truthful and do not engage in behavior that is fraudulent or illegal or that violates the code (Behavior Analyst Certification Board, 2020). This scenario violates both ethical codes. Next, I would identify the players involved in this scenario which should be the BCBA, the client, the family, the supervisor, and the agency head. My contingency plan would be to report the agency to the BACB for Medicaid billing fraud and violation of the ethics code. The BACB will investigate and determine the consequences and actions to be taken. The BCBA professional should have leadership, critical thinking, and communication skills to handle this situation alongside the BACB. The professional must consider the risk to the client, agency, self, and to the family. The client and family risks losing his/her current and (potentially future) personal care attendant, the agency risks being shut down completely, there could be risks to the state (as discussed in this week’s ICS regarding the agency in Florida who stole exam questions), and the BCBA risks being involved in a billing scandal. Reporting to the BACB is the option that will provide clarity for dealing with this complex scenario. Their plan will be implemented and carried out as efficiently as possible. Lastly, it is important to remember the evaluation. Learn from this experience and take notes on how it was handled in the case that a similar situation arises. Behavior Analyst Certification Board.
