| In Russian, soviet means council, and, while colloquially referred to as Russia, the largest of the fifteen republics that until recently made up the Soviet Union, the official name of the country in English was The Union of Soviet Socialist Republics (USSR). We sometimes used the Soviet or the Soviet Union as short names for the country, Soviets as a name for its citizens, and soviet (capitalized or not) as an adjective to modify many things Russian.
