A combined Russian, German, and French initiative to bring peace in South Africa was suggested by Muraviev, but Germany rejected the suggestion. The continuation of the Boer War provided opportunities for the Russians to advance their interests in Persia, Afghanistan, and Tibet, and the French in Morocco.
