Orders of Transportation issued against two classes of people: vagabonds and paupers, and those considered dangerous to the state. Policies also exiled priests throughout Ireland. Priests who refused exile were transported to Barbados.
Cromwell decided on clearance of lands under Act of Settlement (confirmed by Parliament, Sept. 26) and began the process of settling forfeiting proprietors in Clare and Connacht. Some landowners were to be compensated with land elsewhere, and some loyal Cromwellian subjects were to receive land. This led to massive confusion and created large classes of Protestant landowners and Catholic tenants.
