Rwanda signed the Congo peace agreement, but the cease-fire was generally disobeyed by the anti-Congo factions involved, including Rwanda and Uganda. A split in Congolese rebels led to war between Rwanda and Uganda, formerly allies; most of the fighting occurred on Congolese soil.
An independent UN-commissioned report questioned Kofi Annan and other UN officials for not effectively responding to the Rwandan genocide with countermeasures between 1994 and 1998.
