Haitian refugees at the U.S. naval base at Guantánamo Bay numbered 7,000 (out of a total 15,000). Pres. George Bush, claiming the refugees left Haiti for economic reasons, ordered their forced repatriation.
After initiating an open sea interdiction policy (May 24) and effectively ending refugee movements, American forces completed the forcible return of over 27,000 refugees.
