An OAS commission began investigating the Haitian-Dominican conflict, which concerned the violation of diplomatic immunity after armed soldiers surrounded the Dominican embassy in Port-au-Prince in April. Haiti refused to grant safe-conduct exits for some of the 22 foes of Duvalier who had taken refuge in the Dominican embassy.  1

The U.S. suspended diplomatic ties with Haiti.  3
