One hundred ninety people were killed and another 1,400 injured when a sewer blast destroyed 20 blocks in Guadalajara. In the aftermath of the explosion, the city's mayor resigned from his post, and a number of PEMEX executives were charged with negligent homicide.

After having come to an agreement with Canada and the U.S. in August, Mexico signed the North American Free Trade Agreement(NAFTA). The treaty, creating a massive free trade area, was a victory for the neoliberal administration of Pres. Salinas, but met with mixed reactions in all three countries. It took effect on Jan. 1, 1994.
