One hundred ninety people were killed and another 1,400 injured when a sewer blast destroyed 20 blocks in Guadalajara. In the aftermath of the explosion, the city's mayor resigned from his post, and a number of PEMEX executives were charged with negligent homicide.

The treaty, creating a massive free trade area, was a victory for the neoliberal administration of Pres. Salinas, but met with mixed reactions in all three countries. It took effect on Jan. 1, 1994.
