NIKITA KHRUSHCHEV SUCCEEDED MARSHAL BULGANIN AS PREMIER. On March 31 the Supreme Soviet approved all of Khrushchev's political appointments, including those of Anastas I. Mikoyan and Frol R. Kozlov, who were both given the title of first deputy premier.
The writer Boris Pasternak informed the Swedish Academy of his voluntary refusal to accept the Nobel Prize for literature, which was awarded him on Oct. 23.
