Koci Xoxe, the Communist former vice premier, and a number of other high officials, were convicted of being Yugoslav agents. Xoxe was executed on June 11. As arrests for sabotage and espionage continued, large numbers of Albanians fled the country.
A general election confirmed the regime of Marshal Enver Hoxha. Albania fell completely under Soviet domination, joining the Cominform and concluding a treaty of friendship with theUSSR.
A government shuffle stripped Hoxha of his posts as minister of defense and foreign affairs but let him remain premier. Lt. Gen. Mehmet Shehu, Hoxha's rival, remained as interior minister and head of the police, but lost his post as secretary of the Central Committee of the (Communist) Labor Party.
