Leaders of Baader-Meinhof Gang, the terrorist Red Army faction that had emerged from the radical Left of the 1960s student movements, were arrested. But terrorist activities continued and reached their height in 1977 when the Red Army kidnapped and murdered H. M. Schleyeer, and hijacked a Lufthansa 747 jet (the Mogadishu hostage crisis). In February 1978 the Bundestag passed antiterrorist laws. With the suicides of Baader-Meinhof Gang members in a Stuttgart prison, German terrorism abated. Terrorism emerged again in the early 1980s, shifting to NATO and American personnel and installations as the primary targets.
The Basic Treaty between East and West Germany was signed, with the recognition of each German state as an independent sovereignty. The Bundestag ratified the treaty on May 11, 1973.
