The Council of Education Ministers approved the Erasmus program, designed to provide grants for EC students to study in other member countries and to establish a European university network.
The Single European Act went into force. The act included measures to provide the EC with its own “adequate, stable and guaranteed” resources by allowing the EC to access a percentage of member countries' gross national product (GNP).
