(rou´ n) (KEY) , 18571943, American army officer, b. Monroe co., Va. (now W.Va.). At the outbreak (1898) of the Spanish-American War he was sent to communicate with the Cuban revolutionary leader General García y Iñigues in order to find out the strength of the revolutionary army. His exploit was described in Elbert Hubbards essay A Message to Garcia; Rowan wrote his own account in How I Carried the Message to Garcia (1923). After the war he served in the Philippines and the United States, retiring in 1909. |
